A Brimbank man was among those who died in the past 24 hours due to COVID-19.
There were 13 deaths recorded in the last period, the highest number in the latest outbreak. There were also 1571 new local cases announced.
A man from Brimbank in his 70s was among those to die.
It comes as the state is on track to beat the date set to ease restrictions when it reaches 70 per cent double dose.
The original date was meant to be October 26 but it is looking like that will more likely be achieved by the Friday or Saturday before that.
Premier Daniel Andrews said he would likely provide greater clarity by the end of the week
