A parcel of land owned by Brimbank council in Cairnlea could be sold to private investors.
The 1.925-hectare lot, next to the Cairnlea Community Centre on Furlong Road, has been vacant for 13 years.
The council said last week it would seek offers and ideas for future use of the lot; it could be used for residential, commercial or industrial purposes.
The former explosives factory site was originally intended for the construction of a civic centre development, which is now to be built at the Sunshine library.
Infrastructure and environment director Paul Younis said the council had received no offers for the land prior to the announcement.

An environmental audit was completed several years ago.
“The land is not contaminated,” Mr Younis said.
“It could be developed for housing or for employment.
‘‘It hasn’t been valued as yet, but the community will have the chance to have a say on what they’d like to see happen to it.” With Kevin Flint Memorial Reserve across the road, the council believes there is enough public open space remaining in Cairnlea.
The council last week approved its 2012-13 annual report, which revealed a $12.77 million
surplus.
The Weekly revealed last month that the council missed out on an estimated $300,000 in statutory fees because of a slump in the building industry.
There was also a reduction of $600,000 in unpaid parking fines.
At its meeting, the council approved an Albion neighbourhood plan that aims to revitalise the railway station precinct.
The council will also consider a possible shared bicycle connection on Talmage Street to Albion station.
