Council endorses five-year chief executive contract

Brimbank council has endorsed a new five-year contract for Brimbank chief executive (CEO) Fiona Blair.

Under the Local Government Act 2020, the chief executive is responsible for managing the day-to-day operations of council, implementing decisions made by elected councillors, and providing strategic leadership to council staff.

Ms Blair said she was honoured to be reappointed.

“I’m very proud of what we have achieved at Brimbank, and it is a privilege to lead an organisation with staff who are so passionate about making a positive difference for the Brimbank community,” Ms Blair said.

“I am excited to have the opportunity to continue to lead the organisation to deliver for the Brimbank community; there is more work to be done to make Brimbank even better.“

Brimbank council said that under Ms Blair’s leadership since January 2022, it had secured over $4.5 billion in state and federal government investment for new major infrastructure, and close to $900 million for other projects in Brimbank through advocacy efforts.

According to council, overall community satisfaction has grown under Ms Blair’s leadership with council citing Brimbank’s record high satisfaction score in the May 2025 survey.

Council also said Ms Blair’s leadership through the transition to the new council following the 2024 elections, her commitment to strengthening governance systems, and her proactive approach to key community issues including homelessness, dumped rubbish and illegal street trading supported the decision to reappoint her.

Brimbank mayor Virginia Tachos said the reappointment reflects Ms Blair’s strong record of achievement since commencing the role.

“Ms Blair has been instrumental to the smooth running of council business. We’re fortunate to have secured such a highly-skilled, experienced and well-respected CEO for the next five years,” Cr Tachos said.

“Fiona’s strong focus on leadership, organisational capability, as well as the safety and wellbeing of employees, means that councillors can get on with the business of governing, knowing that the organisation is in safe hands.”

Ms Blair has previously worked as the executive director of transport planning at the Department of Transport as well as at Port Phillip council.
